II.Introduction
Dr. Kuo-Liang Ou received his Ph.D. degree in Computer Science from National Central University (NCU) in Taiwan. He is currently the associate professor of Graduate Institute of Human Resource and e-Learning Technology at National Hsin-Chu University of Education (NHCUE), Taiwan.
From 2010 to 2012, he is the director of NHCUE library. From 2012 to 2014, he acted as the Chairman of Graduate Institute of Human Resource Development at NHCUE. He also hosts several administration systems and research projects of Ministry of Education (MOE) in Taiwan. These administration systems successfully collect educational administration data of kindergartens and afterschool childcare centers in Taiwan from 2006 till now, meanwhile, some big data analysis techniques are applied in his researches projects when assisting MOE officers to analyze the effect of early childhood educational policies.
